Open Enrollment Facts

Retiree – Important Enrollment Information:

  • This is a mandatory enrollment. Effective January 1, 2020, there will be new insurance plans provided for the non-Medicare eligible retirees & dependents through the School Board’s healthcare contract with Cigna.
  • The current non-Medicare healthcare and/or Flexible Benefits will be terminated on December 31, 2019.
  • You and your eligible Medicare dependent may continue your participation in the Medicare offerings; however, plan design and premium changes will apply.
  • In order to continue your participation in a Cigna (non-Medicare) and/or Flexible Benefits offered plan through the School Board, you must complete and return your 2020 Open Enrollment form before the enrollment deadline of November 13, 2019.

NOTE: The Cigna Healthcare rates and plan design are pending final negotiations and ratification with the Unions and Board approval. If premium and plan design changes occur, you will be notified and will be given another opportunity to make any necessary changes.

  • If you are currently having FRS deductions for Flexible benefits and/or Medicare Group Plan and wish to continue your participation, you must complete and return the FRS Payroll Deduction Authorization Form(s).
  • All retirees selecting medical, dental, HIC and/or vision coverage for family must submit dependent eligibility documentation for all covered dependents. Submit your documentation with your enrollment form in the provided return envelope, via fax at (305) 995-1425 or by EFax at (877) 432-2939.

If we do not receive your enrollment form, the following will occur:

  • Your and your dependents’ current Cigna (non-Medicare) healthcare and/or Flexible Benefits coverage will terminate on December 31, 2019 and you will not be allowed to re-enroll for coverage in the future.
  • Your Adult Child healthcare coverage will terminate on December 31, 2019.

Dependent Coverage:

  • You can add your eligible dependent(s) during this enrollment period and you will have to submit dependent documentation for each dependent.
  • If you are covering your dependent(s), you must indicate your dependents’ Social Security number and provide documentation of proof of eligibility. Failure to submit the required dependent eligibility documentation will result in the termination of your dependent’s coverage.
  • You can terminate your dependent coverage, but you will not be able to re-enroll the dependent until the next Open Enrollment provided you have maintained your enrollment in a School Board sponsored healthcare plan.
  • You and your dependent(s) must be enrolled in the same Cigna (non-Medicare) healthcare plan and Flexible Benefits.
